Another convicted rapist absconds from Leyhill prison

POLICE have asked people to call 999 if they see a convicted rapist who has gone on the run after being allowed out of Leyhill open prison on day release.

Colin Hogben failed to return to the prison near Thornbury yesterday.

The 73-year-old prisoner is serving a sentence for rape dating from 1994.

Police say Hogben "has mobility issues and was using a walking frame with a seat."

A spokesperson added: "It's thought he has a bus pass and access to money."

Hogben is described as a tanned white man, with grey hair and a beard.

When last seen he was wearing a green top and green gilet, grey trousers, black braces and a blue denim jacket, along with sunglasses. 

He also uses red-framed reading glasses. 

Anyone who sees Hogben or knows where he is should call 999 immediately and give the crime reference number 5222 149 339.

Other information which could help to find him can be given by calling 101, quoting the same reference number.

Hogben is the fourth prisoner to abscond from Leyhill this month. On the 1st, 51-year-old Sean Phipps, who has convictions for rape dating from 1989 and 1993, and kidnap from 2002, failed to return from day release in Bristol. He remains at large.

Police said yesterday that they believed Phipps might still be in Bristol, North Somerset or South Gloucestershire.

They say he is known to walk or cycle long distances and camp out.

Phipps is described as white, about 6ft 2in tall and was wearing at the time of his release a black coat over a blue top, blue jeans and Timberland footwear. He also wore a black Casio watch and blue glasses and carried a vape pen with him.

Shawn Dibble, who was serving a sentence for burglaries, theft and robbery, and Carl Perry, who was serving a sentence for robberies, both absconded from the jail near Thornbury on June 12 but were later recaptured.
